Kashish Aneja
Lawyer and policy adviser in global health law. Lead for Initiatives in Asia at the O'Neill Institute, Georgetown University; Adjunct Professor at Jindal Global Law School; Advocate at the Supreme Court of India and the Delhi High Court.
I am a lawyer working on the law and policy of global health security. My work runs along a single thread: international health instruments only matter to the extent they change what national legal systems actually do. Most of my time goes into closing that distance.
At the O'Neill Institute for National and Global Health Law at Georgetown University, where I have worked since 2018 and now lead Initiatives in Asia for the Center for Transformational Health Law, that has meant technical work on the WHO Pandemic Agreement and the 2024 amendments to the International Health Regulations, equitable access reviews of CEPI's vaccine development agreements, and a WHO-funded assessment of the public health laws of 47 countries in the African Region. I serve as co-secretariat for the Panel for a Global Public Health Convention and, alongside the U.S. Government, for the procurement and liability sub-working group of the Global Health Security Agenda's Legal Preparedness Action Package.
I have drafted the instruments themselves. For WHO Timor-Leste I drafted comprehensive national legislation to reduce the harmful use of alcohol. I led the legal team on Bhutan's Multisectoral Action Plan II for the prevention and control of noncommunicable diseases, and developed a national alcohol control policy and model legislation for India.
In 2025 I was a Visiting Researcher at Harvard Law School and a Visiting Scholar at its Petrie-Flom Center, researching technology transfer, intellectual property, and access to medical countermeasures. From September 2025 to January 2026 I was Visiting Assistant Professor at the National Yang Ming Chiao Tung University School of Law in Taipei, teaching global health law and governance.
Alongside the policy work I have practised continuously since 2017 — as an Advocate at the Supreme Court of India and the Delhi High Court, empanelled with Supreme Court Legal Services since 2022. Before that I was law clerk to former Justice Dr. A. K. Sikri, working on constitutional bench judgments including the challenge to the Aadhaar biometric identity scheme, the decision recognising passive euthanasia as part of the right to live with dignity, and the case determining the constitutional status of the National Capital Territory of Delhi.
I co-founded the Society for Democratic Rights in New Delhi in 2020. Among other work, it has convened public dialogues between Chief Justices of India and Justice Stephen Breyer of the U.S. Supreme Court, and filed a public interest petition on behalf of over a hundred Indian citizens stranded abroad during the COVID-19 airspace closures.
